Let's be real here. You are using "partially constructed" as a euphemism for only 11 miles of new wall. I do not see how 11 miles of wall is going to make a bit of difference. Can you explain to me how that is supposed to change anything?
Because they are replacing existing sections of the wall which were in need of repair or complete replacement. Would you rather they just added on to the existing wall, leaving gaps in the construction that way?

When you buy a Lego set, on the box is a representation of what it will look like once you have built it. Do you have to assemble the Legos together in order to make that representation, or does it fall out of the box completely built?

I have no other model to look at that tells me otherwise. It seems like a nation-spanning border would take a long time to build, especially after having the governmental approval process constantly undermined by your political opponents.

It'd be like trying to build the Millennium Falcon while your butthole cousin keeps throwing pieces behind the couch.

Well, based on the legislation he signed over a year ago, we cannot have a border wall. The democrat-controlled areas of the border can veto any wall there.
