The whole justification for the FISA in 1978 was to safeguard against Watergate-type "unregulated" snoopery.
Benevolent secrecy from the blindfolded lady, just to make sure everything is strictly kosher before, during, and after unleashing the Clappers of the swamp upon political opponents.

Clapper and Brenans names don't come up a lot in this, but they are neck deep in the shit.
Looks like they tried the FISA app with just the Carter Page stuff and the FISA Court turned them down........ but they still wanted to spy on Trump, so they used the phony Steele Dossier, complete with lies, leaving out Exculpatory Evidence and they got the FISA Warrant they wanted.
Some have theorized they did this out of desperation as they had already been illegally spying on Trump and knowing he was going to take office and have access to this, they needed to make it retroactively legal.
