Those were the paramedics and firefighters, and apparently some of them are pretty upset about it.

Emergency responders upset about being ordered by police to standby instead of rapid evac of casualties, until police could secure the scene, which would not happen until neighboring police showed up and ignored the current working plan in favor of engaging the shooter and rescuing casualties:
I'd very much like to know how the police knew to look for this kid in particular, given that while he was shooting, his face was completely obscured..
Something is rotten here. I think they had good reason to suspect this kid because they had been covering up his behavior to improve their stats for months.

In another town. How indeed. I read one report of some citizen reporting him as a suspicious person but why would some random report some 19 year old kid as suspicious who was just walking by their house? Sounds a bit suspicious, no?

Not sure what you mean by that.
Pretty sure that all I've done is compare your police to ours and point out that yours could do with better training.
We have highly trained firearms officers who respond in minutes and act immediately if there appears to be any loss of life. They do it for a lot less money too.
For legal reasons, we are not threatening to destroy U.S. government property with our glorious medieval siege engine. But if we wanted to, we could. But we won’t. But we could.

Yours do a great job when they cover up the crimes of rape gangs. That's not a hill you are standing on, Limey. That's a mountain of victims your police ignored and covered up for years.

More revelations..
Sheriff's department didn't visit this kid's home 39 times. It was at least 45 times, but we can't know how many more than that because the other visits were actively covered up even in documentation.
