An army can sit in its barracks or it can sit in front of monitors or listen to sensors then rush to scare the bejesus out of people who are already apprehensive of soldiers. Fear works.

To get to a sanctuary blue city in a sanctuary blue state, I'm quite sure Central Americans would be willing to run the gauntlet, perhaps you are terrified of the military, but I wouldn't assume that it's going to deter people from El Salvador, Honduras, Venezuela what have you, their repressive military's are much scarier, unless you are an opposing military, the US military is not actually that scary.

Sending the National Guard to the border is nothing new, Obama did it too, Bush sent over 6, 000 Nat Guard and it cost $1.2 billion, but in either case, Posse Comitatus restricts those troops from actually conducting border enforcement, they're only allowed to conduct training and service support tasks like construction and logistics, but they can't actually participate in the apprehension of migrants crossing the border and they don't.

You're paying big bucks to keep the military in the field, but only for a political stunt, as they are barred by US law from actually doing what they have ostensibly been sent there to do.
