If it was Novichok, and it was mixed properly, then the lack of lethality would leave me to believe that they probably only used an eye droppers worth, and it was absorbed through the skin or ingested into the stomach rather than inhaled. Inhalation Novichok would have killed everybody in a certain radius in very short order, the fact that it didn't, would point to a very small amount in liquid form only, probably diluted as well.

Because nobody knows the formula, nobody actually knows how volatile N series is in its combat configuration, but apparently, the Soviet scientist who was killed working with it thought he was safe, then it foamed up somehow and aerosolized, and he was dead before he could get to the door.

I don't buy the Fermi Paradox, the universe is a big place, in both scale and time, I don't think the true Goldilocks zone is as prevalent as Fermi's calculations. There more to it than just heat and water, there's a lot more variables in play.
