If it was an M4 as reported, I'd suspect that he must have been aiming off, as it's literally impossible to miss at those ranges, baseball diamond with 5.56x45mm Armalite should be one shot one kill.

Even a Bernie Bro should be able to execute centre of mass inside a hundred meters with an M4, at that range, to hit someone in the hip, you'd have to be aiming for their hip.
