However what I mean is that I am loyal to the American nation (the people) not to whoever claims they control us (the state, or more accurately whatever is the current regime).

So, what do you do when the people create a state?

I am loyal to both, but I more loyal to the people, to the nation part of the nation-state. The state after all, is suppose to be the creation of, and the servant of, the people/nation.

Too many, especially in government, confuse and conflate the two. Should one think the people serve the president, or congress, or does the president serve the people?

We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America.
