It's all about tapping into nostalgia for An America The Never Was, it's not about claiming America isn't great. Again is the last word and has the least emphasis, damn MAGA haters are obtuse. Make America Great, is far more important to the phrase than the Again part, which is simply in there to tap into nostalgia and if "Make America Great" was enough to tap into that sense of nostalgia then would have left the word "Again" out of the slogan altogether.
