It's not about finding a job. It is how the system functions. For a capitalist system, or any modern business, to work requires revenue from somewhere. Usually that means customers spending that they got free their job. No jobs. No wages. No customers. No income. No business. No capitalistic system.
GCF points out that one could make the destitute unemployed into inmates of the private prisons being pushed for by Trump officials, thereby giving them "work" as prison labor, and for the new guards, paid for by the government.
You could think of it as a neo-Keynesian jobs program.
