Absolutely wrong. You're the agent agitating for change, the onus is on you to demonstrate that your change is effective and/or necessary. There are standard forms to fill out and evidence is required to show fuel use etc.
Methods are provided to estimate averages so your cow burp point is mute.

The labelling is not mandatory, the methods to provide the info are guidelines.
