Shall issue means that as long as you’re not a felon and apply and take the state course.

May issue - same as above but have a need for one determined by the state.

No-issue means you cannot get a conceal carry.

There is a definite movement here. It's the one area where Libertyists have drawn the line and stood firm.

Not only that, they have been very active in advancing increased 2A freedoms for a lot of people.
