It's not my concern. I'm merely suggesting how it could be done.

Oceanic states of various types are inevitable if there is going to be sea rise.

The islands are just the starting point.

Ultimately the offshore sovereign territories will be entirely artificial, they will float on the sea and rise with it.

The land mass isn't going to disappear overnight, this is a multigenerational project.

The finished product is a city which is tethered to the sea bed, with a space elevator going up to orbit.

Still not convinced how well this can be done.

Step 1. Somehow acquire a naval force needed to take a resource rich area without pissing off any super powers

Step 2. Use this navy to simultaneously a) defend said area, b) make money as a mercenary force, and c) collect enough slave laborers to:

Step 3. finally build up the infrastructure required to exploit your resource

and somewhere in all of this, also build up a tech sector to rival established armies so you can sell weaponry to other nations. On an island that is less than 7 square miles... unless while simultaneously being slave galleys, mercenaries, and national defense, the navy will also be used as an R and D flotilla.

You start small, you take some islands off West Africa and build from there.

Once you rule the West African oil and gas fields and control Guinea Equatorial, you're in business.

In a hundred years, floating city with a space elevator.

Oh, and I forgot, do this while maintaining racial purity... because civilizations that are heavily reliant on slave labor never knock up the help.

And Rhodesia only existed because it was supported by another super power. Which super power is going to give the Sea Nazis their start again?
