5. Make More Strategic Use of Permanent Affordable Housing to Provide Pathways out of
Homelessness.
The rental market in Seattle/King is incredibly challenging, with low vacancy rates and extremely high
rents. Continuing efforts to expand the supply of deeply affordable housing are critical for the community
to meet its goals for continued economic and racial diversity, and to be a welcoming place for lower
income families and individuals. However, expanded affordable housing is not a precondition for reducing
homelessness. The community has to commit to making an impact on the problem with the existing
housing inventory or there may never be a significant reduction. Waiting for enough housing to be
produced means continuing to tolerate the current situation in which thousands of people, including
some families with children, are living on the streets and in tents. Focus Strategies recommends a number
of strategies to help improve access to the existing supply of affordable housing, including ensuring that
affordable housing for homeless people is targeted towards assisting those who are unsheltered or are
long-term shelter stayers, and lowering or removing barriers to entry. We also recommend a large-scale
“moving on” effort that identifies current tenants in permanent supportive housing, who are stabilized
and no longer need intensive services. This program would help them transition to regular affordable
housing. This approach has been successfully implemented and utilized in several communities and has
proven to be a highly effective way to free up capacity in the existing permanent supportive housing
inventory for chronically homeless, unsheltered individuals.
Our analysis concludes that if all of the above approaches were implemented, it would have a huge
impact on the size of the homeless population. All unsheltered families and single adults could be
sheltered by the end of 2017 and significant system resources could be shifted to rapid re-housing.
Available funding is sufficient to rapidly re-house all family households currently using emergency shelter
in a single year, and to house all long-term shelter stayers over a four year period using a combination of
rapid re-housing and permanent supportive housing.

A combined 198 pages of studies on homelessness in Seattle (all paid for by the citizens of King County) and they still spent a billion dollars to increase the number of homeless in the city?
Well, that certainly sounds like a wise investment.
Also, I can’t help but notice that contrary to the claims of the Seattle City Council, Seattle progressives, and low-info voters county wide, your own citation plainly stated:

While anti-homeless neighborhood types continue to claim the city's homeless population isn't really "from here," a new city survey of 1,050 homeless people in Seattle supports what advocates have been saying. It found that although it's true only 31 percent of survey respondents were "originally from Seattle," around 70 percent of the homeless people surveyed were already living in Seattle or King County when they most recently became homeless. About 49 percent were living in the city and 21 percent were living elsewhere in King County. About 13 percent of those surveyed came from out of state when they most recently became homeless.

Poppe's report—the cornerstone of today's news and sure to be cited repeatedly in coming months—is an excruciating read. Not only is it peppered with meaningless bureaucratic phrases like "move from the current state of growing homelessness to a desired state that enables all members of Seattle to benefit from the advantages of Seattle’s thriving economy" and "create a person-centered response which 'right sizes' the intervention to the individual/family needs," but it also includes hashtags like "#LeadershipMatters, #ChangeIsGood, and #NoExcuses. The hashtags do not, of course, go anywhere or serve any purpose at all because the report is a fucking pdf. (When Poppe presented some of her early findings to the city council in June, Council Member Sally Bagshaw asked about the purpose of the hashtags and Poppe told her, "I decided to put hashtags in here because they speak to a sense of urgency and it gets a conceptualization of a thought." Which does not mean anything.)

Well, you can probably puzzle it out for yourself if you think about lt. Were Amazon and related businesses the culprits that drove capable but unfortunate Native Seattlelites to the streets, said Seattlelites would make up more than 31% of the homeless in Seattle.
Instead, the vast majority of Seattle homeless (69%) weren’t born there. They moved in from elsewhere, mostly other Washington counties, rather than staying in their home communities. Over ten percent of them came directly from other states.
