Campos is apparently, only telling the story once. MGM suspected of covering up. Probably delayed the call to police by 6 minutes.

My first thought would be that there is a suicide bomber in the room at the minimum. If not a larger trap waiting to be sprung.
If the police were indeed aware of what was happening in the crowd below and proceeded to wait the entire time the shooting was taking place however...I understand the cover-up.

I get it here, he had run of the place, he could've set traps set defenses (he did) if he disables the response, he kills more. This wasn't like any other active shooter situation in which dude walks into place start opening up, no he was all set up. If they charge the room prompting the shooter to set of an explosion killing hundreds in the hotel itself would their rush to get the shooter still be considered the right move?
