Of course, and I don't see how kicking the Ron Paul's of the world out after two terms will make Congress work any better. It's not exactly hard to find a younger version of John McCain to replace him, the people will still vote for chumps most of the time, they just won't be able to keep anyone who isn't a chump around very long, and then he'll be replaced by a chump. The problem is not that your politicians are too experienced, term limits just leads to a revolving door of chumps, the problem is the electorate, not the politicians pandering to the electorate.

Politicians will always pander to the electorate, you can't fix that with term limits, and implementing term limits will not result in a higher percentage of good choices for the electorate to make, and thus them making better choices is highly unlikely. The politicians have to tell the people what they want to hear, or they will lose their jobs to someone who does a better job of it, that's the way politics works. So quit blaming leviathan, "if we just got a completely new set of politicians more often then everything would be much better", not really bro, not much would really change because the electorate voting for the politicians didn't magically change just because there are term limits naow.
