We have states literally hiring smugglers to get test kits and PPE in to keep the federal government from seizing them, and then hiding that supply in secret warehouses. You could literally open up any news aggregator and know this. WTF are you a troll or are you really this unbelievably ignorant and low IQ?

What's controlled this? Wearing masks? Staying apart has been what has controlled it to the point that it has. Business owners can require their employees to wear them.
Maybe businesses can require customers to wear them . . . maybe.
But the US government certainly can't command all Americans to wear masks with any Constitutional authority I'm aware of.

The freedom to spread a dangerous disease should be treated the same as the freedom to stand in large crowds randomly throwing rocks.
