“The government reorg is probably the biggest story nobody is talking about,” Mick Mulvaney, the director of the Office of Management and Budget, said in a briefing with reporters on Tuesday. “We’re trying to do something that’s never* been done.”
Mr. Mulvaney said the federal government would lift the hiring freeze on Wednesday. Agencies will be able to hire again, but will allegedly be required to submit plans for making themselves leaner.

A hiring freeze can't go on forever. The attrition is pretty fast. We talked about this when it started. Wasn't it somewhere in the millions of employees?

If there really was a hiring freeze for three months, then I'd say the reduction already happened. The question is will it last after the freeze is lifted, and the freeze was always going to be lifted. So the issue is how does it work after the freeze is lifted. How is the administration seeing that the numbers don't shoot right back up to where they were? But unlike it seems is being implied or stated, that the freeze is being lifted is not evidence of anything.

He said Mr. Trump’s determination to get the task done would help him where others, including Presidents Ronald Reagan, Bill Clinton and Barack Obama, tried and made limited headway.
Mr. Mulvaney said he was inviting ideas with an open mind, and that Mr. Trump and the administration aimed to remake the federal government as if they were starting from scratch, without being tied to precedent or budget processes.
