Instead of being punished as a felon, you are hit with a misdemeanor, and in many cases not even that.

before about 100 years ago, there were literally no 'stores' you could walk into, pick up your stuff, and head to a cashier to check out. All stores kept their stuff behind the counter, you walked up and gave them your order, they fetched it and bagged it for you and only gave it to you once you paid for it (or, put it on your account if they knew and trusted you). This was primarily due to the case that most goods were sold in bulk, not individually wrapped, hence it didn't make sense for self-service.

The advent of individualized product packaging led to making it possible to put goods on self-service shelves. Once stores realized they could make customers do all the fetching of orders and could increase profits (or lower prices), that's when they moved to the model we have today.

So, maybe stores will wind up going back to the old way, but with some modern enhancements (you see this already in some stores, you have to bring a paper card representing the product to the register and then you get that item for real only after paying).

Hey let's just go back to when you couldn't walk around a store and buy things. It's not the criminals fault. It's the store owners' greed.
