One of the fundamental social problems is that much of this country has the merchant/commerce mindset which is inherently rootless and souless. BTW it runs congruently with seafaring empires such as the British Empire.

The cartels primary market is the US. It's so entrenched the only likely way to stop them is some sort of Blackjack punitive expedition.
