I thought it was Bush the Younger administration that started the practice. I wouldn't be surprised if it was the Clinton administration, but President Obama was quite happy to not only continue, but to ramp up the program.
And as much as I loathe the American bombings, and consider them war crimes, they don't come anywhere near was the Syrian government has been doing. Along with dropping barrel bombs on neighborhoods, markets, and schools, and it has throughout the war had a campaign of targeting doctors, nurses, clinics, hospitals, and the occasional mosque. More simply, most civilian deaths by the American military is done by careless mistakes, and often stupidity, by are still accidental. The Syrian military is trying to kill as many civilians, and aid workers, as they can.
