Even the UK has Parliamentary supremacy, as demonstrated by their insistence on a Commons vote on May's private Brexit deal with the EU bureaucrats.

The president is elected to carry out his constitutional powers as he sees fit. We elected him on that basis. It is not Congress's job to instruct the President how to do his job.

The "vote" for the wall was in 2016. We voted for a wall. Congress does not have the authority order the President to refrain from securing our border from an invasion from Central America.

Trump needs to make sure he doesn't allocate funds from something else to the wall.

If he takes money Congressionally authorized for a food bank and spends it on the wall, that is an impeachable offense.

If congress passed a law allowing free passage on the border and he used the military to override that law/treaty that would also be impeachable.

But using the armed forces to enforce national sovereignty IN ACCORDANCE with current congressionally approved law is fully legal.

If he used the military to start looking for illegal immigrats on private property... that would be questionable, but just sending the 101st to start laying mud bricks on the federal border....

Trump could shut down all operations in Syria, and reallocate those funds to the border security project. Use the freed up troop levels to deploy to the border.

If Congress wants to go to war with Russia and Assad, then they need to declare war.

Trump should veto this evil bill and just do it. Force them to try to override it. Force them to declare war all over the place.
