This wasn't uncommon in the desert of Sacramento before the dams were put in place.
Tulare lake was the largest fresh water lake west of the Mississippi until the dams were put in place.
California is not devoid of water, we just need to manage what we have for human consumption. We had a good run thanks to the efforts of our grandparent's generation, but we need to build a modern infrastructure.
