Legal codes are necessary when there are no organic relationships.

Social cohesion involves having as many working organic relationships as possible.
The problem within our society is that we rely too heavily on legal codes and too little on working organic relationships.

A good example is the school system.
Children don't learn respect at school from legal codes.
They require functioning organic relationships.
Within those relationships shame would be effective at stimulating effort and excellence.
When functioning organic relationships are absent, it is ineffective.

In societies with cohesive social networks teachers and students had effective organic relationships based on community life.
In our society this hardly exists... and the results speak for themselves.

Shame is for females and feminized males. Men, sans systemic indoctrination and constant propaganda, operate according to honor. There is so little honor today because men are fixated on female shame/approval as a measure of self-worth. Honor is what should matter to you, but even then, few men today are even worthy of bestowing it.

The greatest wound most males carry today relates to something a father did to deny honor when it was warranted. That wound cuts deep and lasts a lifetime. It's also destroyed by the state enabling women to alienate boys from their fathers for money. That's the second wound.
