I think he might have been trying to pull his pants up or something, but when he is crawling, and then out of the blue, he reaches for the belt, exactly like a draw, second time after being warned, can't say I wouldn't have shot him right there too.

Seriously, though; imagine the exact same video playing out, except the shooter is Joe Sixpack rustling up some jimmie and his old lady who was parked on his front lawn, and some suspicious shit was seen through the windshield.
That's not much of a factual stretch.
I propose that reasonable people (read, reasonable jurors) would not hesitate to convict Joe Sixpack of something in the jury charge.
What authority does the collective have to act in a violent way against a neutralized threat that an individual doesn't have? Hmm?

I’m not seeing the part where Joe SixPack is responding to a stranger waving a gun on his property. Which kinda makes the rest of the exercise pointless.

What if the POV video/audio had been a regular citizen's actions and not a cop's actions? Assume the citizen was in the right to intially investigate the same reported threat to protect himself. What's the difference between the two scenarios?
