On federal land, they generally just let the fires burn. So it's not the "overgrowth" that is the problem in fires that start there, and most other places are too developed for "overgrowth" to be a factor.

Arson is actually pretty common. During extreme drouts it can become quite deadly and make the news. Usually it barely registers.

The idea of allowing forests to burn is actually relatively new policy, not sure it makes sense to discount “overgrowth” as a factor when we’ve been suppressing fires for a century.

I am pretty sure it's always been like that in the national forests. We didn't even have the ability to put out major fires until recently anyway. Putting out a huge wildfire up in the mountains in the middle of a forest is not easy.

I don't know if you guys are aware, but almost every single timber sale will be drug into court by Environmental Lawyers to stop the action. Why, because there is a great deal of money in it. Enviro Lawyers can create a career for themselves due to a late 70s law that allows a Non Profit group to sue the Federal Govt and the Feds will pay all there expenses, including absurd hourly rates.

This problem is simple to understand, Greenies started suing to stop timber sales in the mid-late 80s(Remember the Spotted Owl*), and the plastic shopping bags that are the scourge of waterways around the world were introduced by Greenies to 'save the trees'.
Prior to that, we didn't have these issues, because the Forests were managed. 30 years later, things are so out of control that once a fire starts it becomes a monumental task to shut them down. Plus this is stupid. Instead of thinning timber and keeping a steady supply of low cost lumber available for American consumers to build homes, and business to export, we let it burn. Then we pay, pay a lot to put out the fires. The cost to the US Taxpayer for Wildland Fire Suppression in 2016 was $1,975,545,000. It also cost the lives of 71 Firefighters.
