I'd be fine with it. I'm 53 in a few months, I took a few hits off a pipe at 47 when a friend of mine got tickets to a concert for my birthday... and didn't at all like how I felt after. Prior to that, 20+ yrs?

Took a few percs after hernia surgery 10 yrs ago, they said take 2 that night so I did, one the next morning and one the morning after (it was painful getting up, once I was up and moving I was fine), and didn't use the other 6 (of 10), Tylenol was fine.

Caffeine, different story - 2 cups of coffee virtually every morning. Rarely drink soda pop, I like a root beer with a couple slices of pizza for lunch once in a blue moon, but rare I drink it. Alcohol... I've had a 12pk last me over a month. Usually 3-4 weeks,and usually 2-3 on a weekend when a friend stops over, and rarely during the week (maybe one Friday night)

Do you mean you'd be fine with the results in the same way STA means it? (in other words, that he'd be OK with clean = no mood- or mind-altering drugs at all)

Stop the hysteria. You know that it would be limited to narcotics (especially addictive narcotics that are dangerous for your health and illegal).

If you admit the goal of welfare is to get people out of poverty, and you oppose testing people to get them to treatment facilities, then you obviously don't really want to get people out of poverty.

You might want to get knowledgeable about what 'clean' means. No mind- or mood-altering drugs. No alcohol, no pot, no amphetamines, no narcotics, no hallucinogens, etc., etc. It sounds like you define "narcotics" as "substances I don't take." If you really mean "controlled substances," that would still open up a door you might not want to walk through.

The 'narcotics' part would be funny if it weren't so sad - cocaine isn't a narcotic. Nicotine kills a lot of people, and is also not a narcotic (or even a controlled substance). People on steroids harm other people sometimes, or themselves (heart attacks and cancer). Alcohol may be the worst drug of all, as far as societal effects go.
