It's the scorpion & frog fable. Criminals exist, humans can act selfishly. A robber is to blame for robbery but if you left your home unlocked then he isn't the only one to blame. You should be glad your hospitals have been given an impetus to improve themselves because it's going to benefit you and your fellow UK inhabitants.

Just heard that no records were lost and all hospitals are back to working normally. Good news for those waiting for test results.
