Looking at the former British Colonies, those that stayed in the Commonwealth are much more compliant to the central government. Now, we're not that much to brag about, but we're leagues ahead of those countries.

Might be confusing cause and effect there. Submissive cultures were more likely to remain in the commonwealth.
