It is Cuba, it's the Cubans who are running it, Maduro is simply a front for Havana, and the Cuban's will cling to it with white knuckles, as it is Venezuelan oil which is propping Cuba up, really would have to send in the Marines, if you wanted to break Cuba's grip on it. With Chavez there was some autonomy, but as soon Chavez went down, the Cubans rushed in and took full control. Well, the Cubans are always mooching around in Latin America seeing who they might be able to turn, but in this current dynamic, Chavez nationalized the Venezuelan oil industry, and that became the lifeline for the Cubans, who had lost the Soviet Union as their chief benefactor, Venezuelan oil money taking the place of Soviet oil money, so Chavez was their saviour, how much they had to do with installing him in the first place?
