Don't underestimate the involvement of the French in all of this. They are the major oil company in many of these African countries. Also, it could be the US destabilizing Europe (the French, in this case) not unlike the Nordstream bombing was carried out to crater Germany.

I tend to believe the US really did not expect this and are trying to play catch up. There's a great game afoot in Africa right now. China and Russia are competing for a share of the natural resources in Africa.
