Actually I did some digging and found the OP... there is some credence to this. If a hacker can access the ME, your computer is their bitch.

Have you not seen the live update of attacks around the world?
This also doesn't amaze me...our last few presidents barely could turn their computers on... never mind know what real protection is.

I'm saying (very succinctly) that our now-outdated system is completely incapable of dealing with these problems. As you mentioned, our presidents and congressmen can barely operate a computer, let alone craft effective legislation for the modern world.
