Well I say, when compared to what else? They were both great Empires. Romes run was long. And the multi ethnicity of it, while one of the causes, arguably was one of just many causes for its decline.

I know the history. And I know what you mean. But wouldn't it also be a case of the citizenry itself "declining". Losing their way/decadence etc. And an overreach of their territorial expansion, and not having a real robust yeoman farmer/ working class citizenry ? It would seem like VDH has pointed out, that Western Rome should have had the ability to maintain the core of its empire (it had the military strength i.e. number legions) but not the will to defend itself like it did in 100 B.C. vs. 400 AD. To me it points more to a derogation of the Italian/Latin population as a whole than the fact that it had different races living within its borders. They didn't want to fight their own battles as much per se and were using foreigners Gauls & Germans to do a lot of the heavy lifting for them. The whole silk slippers thing. The core of the Roman people became softer and the elite/wealthy gobbled up all the land and turned it into huge latifunda estates etc.

And yea, they were Greek, but claimed Roman as their name.

Rome had long moved past ethnic Italian being the only definition of Roman, by their own laws.
