That is not a good plan.
It's not the only part of the plan, it is but one facet of the larger plan. It has just been the part of the plan that is on the most prominent display almost two months into Trump's presidency, but that doesn't mean it's the only idea Trump has. It's just the idea the Trump has the most direct control over and he doesn't need congress to wield the bully pulpit to his advantage, which is why he is emphasizing it early and often.

The economic policyies that passed under Reagan weren't all that hot, Volker saved his ass, but his use of bully pulpit to create a sense of optimism covered up a lot of other problems in the economy and created a self-fulfilling prophecy, "Morning in America". Trump is just trying to do the same, while hoping his team comes up with an economic plan to make his job easier. Trump is trying to follow the Reagan playbook on this one and it's a great strategy whether the congress comes up with a great economic plan or not, Trump will simply take what the defense gives him and make the best of the best-case, worst-case and anything in between-case scenarios.

You jumped in to say that this blowoff top, though not based on fundamentals of any kind, is going to be ok because Trump is making everybody so positive and patriotic that stock prices don't matter for the time being.

Never said everything is going to be okay, but it is certainly a possibility that everything will be okay, I think you overrate the chances of it going horribly in comparison, but I never said it can't go horribly because optimism and patriotism alone will make it all okay no matter what. I never said that stock prices don't matter either and I don't see why you need to put words in mouth.
