It makes sense. Sea ports have always been, and always will be a huge need for Russia.
This would cut the Ukraine off completely from the Black Sea, and half it's size, including losing is best natural resource lands, metals, mining, petroleum. I do believe, this would force Ukraine to import energy.
If Russia is willing to take the loses needed to do this, I don't believe Ukraine can stop them.

That explains the lack of insurgency against Russia. The MSM told everyone brave Ukrainians civilians would resists Russian Orcs with Molotovs, rocks and sticks if necessary. But that just has not happened. Ukraine is not so nearly unified against the Russian invasion as we've been told. The US is more unified against Russia.

Ukraine banned the Russian language in 2019. Among many other marginalizing actions and provocations against ethnic Russians.
