It's the whole 'nudge' political philosophy of Obama. Foreign and domestic policy-wise.

Looks like it isn't working as well as was hoped, just like the old school Neocons predicted during the Obama years.

Hell, maybe with Americans consumed with culture-wars, we can make with some proper war without getting too much blowback from protesting malcontents, gumming up the works and whatnot.

the Neoliberals are far more interventionist, they think they can pull things off which NeoCons think are crazy

case in point, trying to take the Russians on in the Black Sea

the traditional Neconservative position is that the Black Sea is Russia's lake, of little strategic concern to America

Neoconservatives think in Cold War terms, thermonuclear war

the Neoliberals think like thermonuclear war is an anachronism, they don't have to worry about that
