It's the whole 'nudge' political philosophy of Obama. Foreign and domestic policy-wise.

Looks like it isn't working as well as was hoped, just like the old school Neocons predicted during the Obama years.

Hell, maybe with Americans consumed with culture-wars, we can make with some proper war without getting too much blowback from protesting malcontents, gumming up the works and whatnot.

I think your observation that Russia is trying to leverage the fact that Europe doesn't feel like it can rely on America anymore is spot on.

Left to their own devices, Europe will choose to capitulate.

World Wars will tend to do that to an area.

Unfortunately, capitulation is no long term defense against World War.
