As I said to Bjorn, I never supported that. I said packed lunches shouldn't have cooked meats without refrigeration and that nuts and fruit were good. Or biscuits and soda whatever.

Bear with me here.. it's almost like there needs to be an invention that is basically a kind of cold pack that you freeze overnight in your freezer, and then load into the lunchbox in the morning. Then that cold pack keeps the contents of the lunchbox at refrigerator temperatures at least until lunchtime.

To keep lunches cold away from home, include at least two cold sources. You can use two frozen gel packs (not smaller than 5x3-inches each) or combine a frozen gel pack with a frozen juice box or frozen bottle of water. Freeze gel packs overnight. When packing your bag lunch, place them on top and bottom of the perishable food items to keep them cold. Of course, if there's a refrigerator available at work or school, store perishable items there upon arrival. If you place your insulated bag in the refrigerator, leave the lid or bag open so that cold air can keep the food cold.
Some food is safe without a cold source. Items that don't require refrigeration include whole fruits and vegetables, hard cheese, canned meat and fish, chips, breads, crackers, peanut butter, jelly, mustard, and pickles.

In that case I would happily agree that this is massive government overreach.
Since it was a health and safety official that took it though, I strongly suspect he just stuck a temperature probe in it and got an unsafe reading. At that point, he would be failing to do his job if he didn't take it away from the child.
If the school canteen had served a sandwich at unsafe temperatures they would likely have received a fine and had all sandwiches removed from sale until safer practices had been implemented.

What pissed off the commissars in the government schools was that parents were opting out of the state's cafeteria revenue stream. If, like school tuition, parents were forced to pay for school lunches and, if they so chose to feed their children decent food from home, they had to pay for their own food separately even though their kids did not consume the state slop, the commissars would not be upset in the slightest. They still get their money. That's all that matters.
