Congress is suppose to be actively managing, and in charge of supposedly, the most powerful branch of government. Constitution was designed to do that. It has the power of taxation, and spending. However, Congress has progressively become a corrupt, narcissistic, herd of cats, that don't want to work with anyone, or take responsibility for such things as a declaration of war. It might hurt their chances for re-election.
To be fair this process has been going on since the Civil War, with the President slowly usurping Congressional authority, and with it sometimes flows back to Congress. But as an institution, Congress has loss the memory of actually being an active, powerful, and effective, branch of government. Its members are usually more concerned with acquiring money needed for their elections, and avoiding any possible responsibility of any possibly controversial legislative actions that give any possible bad publicity.
There has always been some corruption, and some avoidance of responsibility in Congress. They are human after all, but lately, it seems to overflowing with man-children, and children can't run a government.
So man-child Trump's actions, and Congress' man-children's responses, are merely a continuation of the past.

I expect Cold War 2.0 to continue and to expand as it goes, it's a similar situation to Kennedy and Kruschev, the honeymoon between hypernationalist Hawks never lasts, they will find something to fall out over, Trump is buying into an arms race, Putin is all about an arms race, arms race FTW.
