I don’t think anyone- from top doctors, to presidents/PM’s to CEOs to the guy driving the taxi has any idea how this will pan out or what to do. It must be information overload at the top going on how they all change plans every couple of hours.
Spooked is a good word. I’m spooked, but I only know what is drip fed to me, but for governments to trash their economies like they have seems to suggest they are getting told Italy is going to look like a picnic

BSL3 is biological weapons grade, this is dangerous shit, but at the same time, it's not radioactive fallout
Just operate like you're in the military, there is dangerous shit around, so you follow safety precautions

IMO, they're panicking because they got caught completely over-extended and strung out in the financial world. What actually tipped me off to the whole thing was the massive (and at the time, absurd) Chinese reaction to it. This is why they are not locked down in totally militarized countries like Taiwan & Singapore
Everybody is in the military in Taiwan & Singapore for all intents purposes, so they all follow strict procedure
