This is especially true when it is "business" and not panicky defensive, or grief/rage, shootings. The best way for that is a combined police/community service program. The gang leaders, maybe general members, or even just specific troublesome individuals are "invited" to an office, or a community center, someplace not threatening. Bribes of a meal, plus maybe gift cards, or even small amounts of cash like $20-50. So during the meal, while looking at their presents, they are told we all want the murders to stop, so here's some counselors, maybe trained therapists, negotiators, perhaps retired gang members to help. Please tell us, and them, what you need. A community center? Some jobs? Some help navigating the social services? Something else? What would help you? We will do our best to get it. We will also ask that you come into other meetings like this where gang members, police, social services, and perhaps some government officials can all have beer and pizza and talk. Then after the sweet talking, they are told that any gang that doesn't stop will immediately have constant police attention and will face arrests for anything and everything. Further, the search and arrest warrants are already signed. However, those who stop will get the help while not facing any extra police attention. And probably less.

Your solution is to invite gang members to a "beer summit" where you will initially bribe them. If that doesn't work you will threaten them. What could go wrong?

The goal here is not to reduce guns, or even reduce crime, it is to reduce gun deaths, and injuries.

Most people including those of "the criminal populations of Democratic vote plantations" do not want to kill people, let alone be killed. If ways are offered to prevent that, they are very happy to take them, and It seems most police want to use such ways with the gangs as well, as nobody wants dead children.
