Fully funding mental health would be a good thing.
Second, in many places the police are not trusted, or called (and in places like New Orleans, Chicago, or Baltimore police departments can anyone blame them?) which means guns are a major method of dispute resolutions. Car scratches, load noises, whatever. Next, much of the shooting is defensive, if not retaliatory. Think of the Hatfields & McCoys As in OMFG is that the dude that shoot my friend/kid/neighbor/wife/grandparent/etc. were my gun??? Panic! There are successful organizations that have dramatically reduced such shooting, by using former gang members to talk with, reason with, such, especially right after shootings. Most people don't want to kill anyone, and getting them to talk with others usually works. (Of course, such programs still require some funding. Which is cut faster than mental health, especially when they work (fewer deaths right? )
Third, there are those who use guns for their business acquisitions and mergers, which is a real problem. For that the police can focus on them. The actual number of killers is low. Restated, most murders are committed by a few people.
This is especially true when it is "business" and not panicky defensive, or grief/rage, shootings. The best way for that is a combined police/community service program. The gang leaders, maybe general members, or even just specific troublesome individuals are "invited" to an office, or a community center, someplace not threatening. Bribes of a meal, plus maybe gift cards, or even small amounts of cash like $20-50. So during the meal, while looking at their presents, they are told we all want the murders to stop, so here's some counselors, maybe trained therapists, negotiators, perhaps retired gang members to help. Please tell us, and them, what you need. A community center? Some jobs? Some help navigating the social services? Something else? What would help you? We will do our best to get it. We will also ask that you come into other meetings like this where gang members, police, social services, and perhaps some government officials can all have beer and pizza and talk. Then after the sweet talking, they are told that any gang that doesn't stop will immediately have constant police attention and will face arrests for anything and everything. Further, the search and arrest warrants are already signed. However, those who stop will get the help while not facing any extra police attention. And probably less.
So actually funding mental health. (Re)Start violence interruption programs for the community's general dysfunctional violence. (Re)Start combined police/community service programs to deal specially with gang violence.
This is not untested. The programs dealing directly with the violence are successful because most people don't want to kill anyone, let alone being killed. It's something that crosses almost all societies. If a community can do away with murder as normal, they are very happy to do so. To the point where, gang member themselves will call the police if some gang tries to bring back the old violence.

The post was not about hate guns, but about my belief that deaths by gun could be seriously reduced even without gun confiscation, or any new restrictions, if the issue was doing so, instead of using guns as a political marketing ploy.
