No more road piracy.
I'd remove all financial incentives from tickets if I could. Make people do community service or something like that. Nothing that directly benefits cops or politicians in any way.
There really doesn't even need to be a fine associated with speeding tickets, for instance. You already get slammed with an insurance premium hike, and after so many tickets they suspend your license. I don't really see the point in the fine, personally.

What's pathetic around here is the Parking Authority is so corrupt they barely break even, they've even run in the red! Few years back there was a full time supervisor there who also held a full time job as a teacher in the county HS. I'm a Democrat, but the D machine here runs like the mafia, once you're a "made man" they take care of you. A councilman once resigned in disgrace after drunkenly pissing on people off a balcony at a Grateful Dead cover band show, I shit you not. I'd tell you its not that they're democrats, it's that they've been in power too long. I grew up in Nassau County Long Island, which had a long running GOP machine only recently challenged. You couldn't get a county job or even a locker at the county beach if you weren't a registered Republican. They were corrupt as hell, highest taxes in the nation. This was the machine that gave us Senator "pothole" Al D'Amato.
