Confusing an economic system with corruption especially on the scale of Mexico is a mistake. The PRI has spent most of fifty years co-opting any possible challenge to it power and therefore access to the money trough and not actually running the government. The social programs, police, the unions, large corporations, the Narcos, even most of the media has been the tools of the PRI and not of the Mexican citizens. It's like Boss Tweed and Tammany Hall with it own military and national oil company (PEMEX).
