And the site is a guide on how others can set up antifa groups. Again, that's the difference between movement and organization. You can't cast the net too wide. You have to target, say, the specific "Seattle Antifa Group #1" and charge that group with promoting terrorism. Or... the online manual of the website you just linked to, for that matter. But if there's just one antifa group that don't fit the bill of terrorist - which I presume involves organized violent political action against people and property - then designating everyone who is antifa as terrorist isn't a workable solution. You need to get specific.

I get ya. But these cats are backed by money. Money leaves a trail. It's a network. An organization.
You don't coordinate nationwide riots without it. With pallets of bricks being delivered to strategic locations.
The DOJ will follow the money trail. Hell, there is enough intel in the Project Veritas tapes to show associations and intent.

They probably stole the pallet of bricks. I've seen anarchists in action. Antifa have been known here for several decades. I visited a popular anarchist/antifa stronghold (now torn down) in '00 in Copenhagen. They kept loads of crowbars around, as well as homemade helmets and shields (they were preparing a protest, so I don't know how common that was the rest of the time). But you can quickly gather up a lot of bricks and large stones from cobbled streets with a crowbar. It doesn't actually take a whole lot of money nor professional organization skills to plan that. Just requires discretion. After all, you're simply stealing the bricks. Odds are, someone filed a theft of a pallet of bricks around that time.
Feel free to try and connect other organized forces, if you like. I suspect you could connect to Russia, China, Iran, the EU, or George Soros, the Clintons, Obama and the DNC. You just don't really need some powerful shadowy backer to be able to gather money and a pallet of bricks, though.
