Since properly randomized studies are starting to show that the initial lethality figures were off by an order of magnitude, as COVID czar, I would start provisionally opening business back up so I could target stimulus money to people who are high risk.

I would recommend rotating office days to keep them less crowded.

As C said, I would recommend shelter in place continue where population density makes best practices impossible, and I would limit travel in and out to the supply chain. Those working supply jobs would get frequent testing, as well as a generous sick leave stimulus money, should they start showing symptoms.

I would also use emergency powers to force manufacturers to produce PPE and ventilators in preparation for fall, as well as streamlining the process for vetting risk factors and assigning resources more effectively.

This shotgun approach is not working, and since the vast majority of people with out risk factors have mild or totally asymptomatic reactions, I would try to get them back out there, building antibodies, so we don't have to this shit again come November.
