Oh, they absolutely do. Just like the Brits have the absolute right to ban "hate speech" in the public sphere. Their land, their society, their culture, their law. It's just a law that makes you less free. If society doesn't want you to be free about public beer drinking, hey... your land, your rights. If I ever decide to be a tourist in the States, I'd respect that things I'd be free to do at home would get me arrested in the States.
