Most people who smoke weed do not plow into crowds of innocent people, so I'm guessing there is something mentally wrong with this guy. Imagine if this is routine, and as bad as the minority crime stats we get from the FBI are, they'd be even worse if a bunch of minorities weren't getting deliberately counted as white.
