If a person has a weapon on them, say in their holster, or pocket, or glove-box, they are counted armed.

Pocket knives, and tools like swiss army knives, and leatherman tools, often count too.

Annually, it's probable that there will be over a hundred unarmed people, out of the more than one thousand killed by police.

The reporters, and researchers, then have to verify each one. How fun.

No. Even accepting as okay that "only" 1 in 10 of the people killed by police were unarmed, I noted that the criteria used for a human being being counted as armed, and therefore a righteous murder was flawed. Anything that might be considered a weapon, even if it is not ordinarily so, and is potentially in the reach of the victim, makes that person "armed". Guns holstered, or in the glove box, knives pocketed, work tools attached to the belt, have used as justification. It not only does not meet the dictionary's definition, it is common sense. The criteria are overly broad, and they stink of often being used as excuses, not explanations.

So using the Guardian newspaper's numbers, considering 162 of the 1090, or just under 15%, people killed last year as being unarmed is actually too conservative.

I also noted that the deaths do not count the wounded, so even using the numbers most favorable to the police, hundreds more unarmed people were wounded. Being shot, or beaten, often gives life long injuries. Even tasering sometimes requires hospitalization.
