I think the Jacobins compare God to their utopian nanny-state ideal, honestly. Implicitly, he's saying God can't do all the wonderful things for you the centrally-planned marxist state can take care of.

If God is omnipotent, he doesn't have to interfere because of prayer. That just isn't in the Bible, in fact, the opposite is. Where did God promise you that he would preserve you from natural disaster and hardships if you pray hard enough?
