It's not a crime to become an enemy combatant to the UK? It's perfectly legal to join ISIS, murder people, enslave women, rape, pillage, and just return home to England with your welfare money so you can join a Muslim rape gang there?

It is a crime, and where there is evidence there are arrests. If there is no evidence that illegal activities took place then you can't arrest. It's called the rule of law. Flying to Turkey and back is not a crime so unless you can prove someone travelled from Turkey into Syria and then took part in the civil war you can't just lock them up. This is not North Korea, subjects have rights.
