It is a crime, and where there is evidence there are arrests. If there is no evidence that illegal activities took place then you can't arrest. It's called the rule of law. Flying to Turkey and back is not a crime so unless you can prove someone travelled from Turkey into Syria and then took part in the civil war you can't just lock them up. This is not North Korea, subjects have rights.

No they don't, if they knew it and had the evidence they would arrest them. What you are advocating is internment without trial which is what we used to do to suspected IRA terrorists. That policy was stopped because it led to more IRA terrorism not less. It also led to fewer Irish people offering intelligence on suspects for fear of being arrested themselves.
