The first standard we need to get in place before we take these accusations seriously is the Accuser needs to make a formal Sworn Statement under penalty of Purgy and file the accusation with a court. If they are not willing to do that, they should be viewed with suspicion.

As this is largely a social/political thing rather than a legal thing, I'm not sure how you get there.

Yeah, you are not going to make a law that states that. However, social pressure to put up or shut up is about the only way to do it.

In a vacuum, the photo isn't that big a deal. I'd chalk it up to a poor, maybe drunken, moment of judgement. Everyone who tries to be funny has crossed the line.

In light of the rest of her story, it's not so innocent. They did some little USO skit he wrote in which he kissed her. He demanded, over repeated objections, that she rehearse the skit, which is kind of ridiculous. She caved in. When the kissing part came, he forced his tongue in her mouth.

After that, she avoided him as much as possible and he would ridicule her, drawing devils horns on her photos and stuff like that.
